I guess you could take the creation date of the user account and use that as the basis for license assignment. The license assignment dates reported by the Graph can be misleading: https://practical365.com/azure-ad-license-assignment-dates/

This is especially important for situations where licenses are purchased that didn’t exist previously and need to be “trued up” for EA renewals.
